Link Popularity , was, a very long time ago, one of the very most important aspects of SEO. Alarmingly most so called "SEO experts" are under the illusion that link popularity remain the single most important SEO marketing tactic and waste many hours creating mountains of spam emails attempting to gain reciprocal links and/or 3-way links for the clients - and charging them a rather large fortune for their (pretty useless) services. So why is link popularity still considered so important?

It may seem a little contadictory but I do believe that links to your site are extremely important but I also know that blindly trading links can end up getting your web site banned from search engines such as Google. I know this because I have built sites for the sole purpose of testing this theory and while I cannot prove that excessive linking alone will get your site banned I do know that too many inbound links to site that makes just one other error will get you banned within a month or two!
The key to understanding this is a complete understanding of Google's "best practices" guide which mentions clearly the importance of link popularity but also clearly warns against blindly trading links. Blindly trading links is really grabbing links from whatever sites you can or involving your site in link trading programs (which Google actively watches out for and is one way to get instantly banned). It is vitally important that you avoid all such schemes whether they are paid for or not. Yes their sales pages will be full of promises and proofs but scroll down the page and look for the disclaimers - they are always there - read these very carefully!
